Spending Data

Here you will find spending data related to the State’s response to the COVID-19 pandemic.

The table above provides data about overall State expenditures and encumbrances broken down into one of the following categories:

  • Business & Economic Support: Costs to support businesses, workforce development, healthcare providers and hospitals.
  • Child Care & Education Support: Costs to support child care providers and assist school districts and institutions of higher education to adapt to the challenges posed by COVID-19.
  • COVID Health Response: Costs associated with testing, contact tracing, personal protective equipment, the alternative hospital sites, community mitigation, quarantine and isolation, and other emergency procurements to protect the health of Rhode Islanders.
  • Individual Support: Cash assistance, food supports, and housing and rental assistance to help Rhode Islanders have access to essentials during the pandemic.
  • Municipal Support: Support to municipalities for costs incurred responding to COVID-19.
  • State Government Response: Costs related to state employees who have been critical in the pandemic response.

For the purpose of the transparency portal, expenditures are goods and services for which the State has made a payment or received an invoice under the terms of a purchase order. Encumbrances are reservations of funds for a specific purchase for which no payments have been made. Encumbrances are subject to change.

On the Payees page, you will see a table where you can search each agency’s and department’s COVID-19-related spending. The table includes data only for expenditures. With each monthly update to this website, data will be provided for all new expenditures.

Please note the data provided is a snapshot in time and reflects a preliminary assessment of spending that the State believes is eligible for federal reimbursement. As the State reviews this data and receives additional guidance from the federal government about COVID-19 spending, some expenditures may be recategorized to provide you with the most accurate and complete information.
